泰國曼谷四面佛附近區域十七日晚間發生爆炸案，十八日下午市中心觀光碼頭再度發生爆炸案，外交部在十八日晚間宣布將曼谷旅警提升至「橙色」，建議需高度小心並避免非必要旅行，因此部分民眾取消前往泰國旅遊，衍生退費問題。
外交部領事事務局文件證明組組長薛秀媚今天在例行記者會上表示，外交部旅遊警示分級是依據「外交部發布國外旅遊警示參考資訊指導原則」，駐外館處依當地情勢回報地域司後，綜合考量各項因素審慎評估決定，這是提供民眾出國旅行的參考資訊。
薛秀媚指出，觀光局在做定型化契約時是參考外交部旅警燈號，但不是以此為退費唯一標準，政府之間有業務分線上學英文 商用英文書信線上範例 商用英文英文工，觀光局針對旅遊消費有其協調機制。
她進一步說明，例如先前韓國出現「中東呼吸症候群冠狀病毒感染症」（MERS-CoV）疫情，外交部也是尊重衛福部的專業判斷，所以隨之調整旅警，至於出團退費由觀光局與業者溝通。
此外，領務局為因應發生天災、動亂、急難事件時，能立即聯繫國人或旅行業者以提供必要協助，在網站上開設出國登錄專區，但登錄者並不多，以這次曼谷爆炸案為例，外交部第一時間查詢八月登錄到泰國者僅有一○○餘人，希望民眾能夠出國前登錄，萬一有急事可以立即聯繫。
